It works, but it is young: connections drop on every deploy and come back within a minute, some errors are only reported in plain English, and one server per account is the current limit. Please report anything odd on Discord.

Create BEServer_x64.cfg in your server's BattlEye folder with two lines: RConPassword <your password> and RConPort <port>, for example 2306. Restart the server. BattlEye renames the file to BEServer_x64_active_<random>.cfg – that is normal, nothing was lost.
Because they are still on the loading screen. DayZ discards RCON messages for players who have not spawned yet, without any error. The player list marks them as loading, and the scheduler waits for them.
No. Console servers run on Nitrado, allow no mods and offer no RCON access. This tool is PC only.
Yes, BattlEye allows several RCON clients at once. Keep in mind that bans set elsewhere can overwrite each other.
It is encrypted with AES-256-GCM before it reaches the database and is never sent back to the browser, not even to you. If you lose it, remove the server and add it again.
